About SULGO

In 1984, the Government of the United Republic of Tanzania embarked on a policy of decentralisation in order to provide better services to its citizens. A governmental review in 1998 showed that top-down bureaucracy was hampering reforms. The government decided that Local Government Authorities (LGAs) had to be the main vehicles to deliver quality public services to the citizens. As a consequence, it launched the ‘Local Government Reform Programme’ (LGRP) in 2000. Constituting one of the core governmental reform programmes, the LGRP has since worked with public administration across sectors.

In 2008, the ‘Support to Local Governance (SULGO) Programme’ was launched as a German-Tanzanian development cooperation programme to support Tanzania's decentralisation policy. The overall aim is to improve access to public services for citizens through stronger local governments in order to facilitate socio-economic development and poverty reduction.

SULGO is implemented by the Prime Minister’s Office Regional Administration and Local Government (PMO-RALG) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH . It operates at national, regional and local levels, focussing on:

  • Mobilising local revenues and their utilisation for the sustainable financing of public services (Revenue Generation);
  • Strengthening internal control mechanisms in local governments for ensuring effective service delivery (Internal Controls);
  • Improving transparency, accountability, and participatory planning at village level (Citizen Empowerment);
  • Amending laws to foster decentralisation and fortify the legal basis at LGA level (Legal Reforms).
